TTE Conducted a Successful Competency Vocational Training and Education in Ghana for Tullow Oil Employees

Tullow Oil, representing the Jubilee Partners and the Takoradi Polytechnic College, chose TTE to establish a training centre and provide technical training advice and guidance aimed at equipping local technicians with knowledge and skills for the oil, gas manufacturing and mining industries. The project, valued at £2.1 million, started with the TTE International being commissioned by Tullow Oil to conduct a six-week feasibility study into the development of competency-based vocational training and education within Ghana to meet the future skills needs of their Jubilee Field Operations.

TTE technical experts’ duties were to advise and specify training equipment, provide and organise the curriculum and course notes, and then deliver training at the Jubilee Technical Training Centre (JTTC) at the Takoradi Polytechnic in Ghana. The activities for the year 2011 were to define the pre-operation of JTTC by provisioning the project-specific Technical and HSE consultancy support.

For 2012 – 2016, the activities were divided into two parts, the first one was the assessment services for

the Floating Platform Storage Operations (FPSO), which included, apart from assessment, the International Qualification Assessment (IQA) of Tullow technicians to National Vocational Qualification (NVQ) Diploma Level 3 in hydrocarbons standards, and the second part was the JTTC operational delivery which included the provision of the centre coordinator and curriculum management.

Under the project, 26 Tullow employees undertook successfully an off-the-job training with 26-week in UK based development programme. This enabled them to acquire the prerequisite skills, knowledge and experience needed to become competently assessed to UK NVQ Level 2 standards. This was seen as a steppingstone before they undertook their on-the-job roles and assessment towards an NVQ Level 3 qualification. To meet the short, medium, and long-term needs of Tullow, it was required to supply future skilled and competent Engineering and Operations Technicians through JTTC.
